Does one instance count every hidden root as another exposed stem?

One exposed Hour Stem and its roots in branches are different layers. Why does Jia day with Geng-Wu hour not establish the whole pattern?

Geng is Jia’s Killings, so Geng-Wu hour meets the exposure check.
