Why does Jia require Xin and Yi require Geng?

Why are these not all Birth, Official or Emperor examples?

The source then favors Emperor, Official and Birth, yet several listed pairs do not occupy those stages when the Officer stem itself is checked under the stated convention. Relabeling Xin-Si Birth or Wu-Shen Official would create an error simply to fit the conclusion.
